First, how blockchain and consortium chain relate

Blockchain is the umbrella term; by access model it is usually split into public, consortium and private chains. This system uses a consortium chain: a controlled set of known organisations participate, so it keeps the tamper-evident, traceable properties of blockchain while meeting the compliance needs of training and supervision.

Pain points of traditional assessment

Scores stored in local databases/files, can be directly modified via the backend, making authenticity hard to verify
Paper ledgers are easily lost and forged, making regulatory and audit evidence collection difficult
Training records cannot self-prove “when, by whom, and with what score,” lacking credibility

Tamper-proof: The SHA-256 fingerprint of the transcript is stored on-chain; any alteration to any entry will be detected immediately.

Policy basis

The Work Safety Committee of the State Council requires strengthening process control of safety training, implementing audio and video recording throughout the entire training process and identity verification; many localities specify that training venues must use identity recognition for sign-in, audio and video recording throughout the entire process, and video surveillance connected to the provincial assessment and certification system. Consortium blockchain evidence preservation + process data collection directly responds to this mandatory requirement.
